11E: Front yard gardens (pg 218).
Plan commission recommends denial (pg 24). Discussion showed concerns about unattractive appearance, only six people participating, and that we’re already unable to enforce ordinances like junk and cars in front yards. Like most of our vaguer ordinances, this definitely won’t be enforced well, and you only have to look at the “containers” that most people are using to see how bad it can look. Expect the Council to override the Plan Commission and approve it.

Room Tax Commission:
The committee is making a formal statement to the City Council that they support the promotion of Airbnb. Their state-assigned role is stewardship of room tax, not influencing city ordinances and policies. The only state law that doesn’t talk about stewardship forbids them from spending money on building hotels… This seems in the same vein.
11C: Violet Inn at 1415 16th St (pg 202).
City Council will vote on approving a $130k TIF grant over 20 years. BIDC has already approved a $200k loan. Full project cost range is $1.1M to 1.6M. Expect unanimous approval by Council.

11F: Rezoning 1509 19th St. from Business to Residential.
Plan Commission unanimously recommends denial, so this will be a vote to a set public hearing. No point in making public comment at this time, but this definitely should not be allowed to be zoned residential.
9A: EPA finalized lead lateral replacement rule (pg 15).
It looks like lead lateral replacements next year will take place on the Eastside (pg 14). Mr. Buckley will mention this after his city update presentation. This won’t come up during the meeting.
Other:
- Electronic sign is approved for the new entrance to LB Clarke (pg 23). Light nuisance concerns were considered and added to the approval, which is great to see (7 am to 9 pm).
- “Light pollution and animal confusion” is scheduled to be released in the Winter Educational videos. An ordinance similar to Egg Harbor or Manitowoc seems wise given that we’re doing videos like this.
- Easy to read information for the PCAC charge that affects electric bills (pg 48).
- Tourism Director activities (pg 80).
